I let Wes cry up to an hour. He would go through weird stages - standing in his crib and falling asleep standing up, wanting the lights on for 4 nights and then never again, etc. Listening to it is hard but for Wes, he needs his sleep or he just won't function. Megan isn't great at napping, one good one a day and then an hour afternoon nap after an hour of playing in her crib - but she goes to bed at 6pm and sleeps until 6am. Elizabeth is down to one a day, and sometimes she doesn't even act like she needs one, so we don't put her down. She does however protest too much about every third day.
